 In my opinion, the grading criteria are correct. I will begin with the failure criteria.

Inadequate and largely irrelevant material should only result in failure because it clearly demonstrates that the student did not put enough effort into his or her work. On the other hand, I do not believe that an incomplete portfolio automatically guarantees failure because the candidate made an effort to gather some of the required information but was unable to include all of the key principles required for the project. The assignment requirement of 40-49 is reasonable because it demonstrates that the student tried but not sufficiently to receive a satisfactory grade.

50 to 59 because, based on its criteria, it shows that the student understood the assignment well but lacked some key references.

Anything between 60 and 69 per cent, depending on the lecturer, can also be classified as first-class because the requirements for the first-class and second class are essentially the same because at this level it only depends on perspective because the assessment criteria for both are identical.
